Capt. Xu Lirong Attended the BRICS Xiamen Summit

From September 3 to 5, the BRICS Xiamen Summit was held in Xiamen, Fujian Province. Chinese President Xi Jinping addressed the opening ceremony of the BRICS Business Forum 2017 and the Meeting between BRICS Leaders and BRICS Business Council. Brazilian President Michel Temer, Russian President Vladimir Putin, Indian Prime Minister Narendra Modi and South African President Jacob Zuma attended the Meeting between BRICS Leaders and BRICS Business Council.

At the Meeting between BRICS Leaders and BRICS Business Council, President Xi Jinping listened to the work reports by representatives of the Business Council and the New Development Bank and recognized the major achievements of the two organizations. He pointed out that the Business Council had done a lot and reaped favorable results in the fields of e-commerce, skills development, standards setting and experience sharing in the digital economy. Meanwhile, the NDB had made steady progress in implementing new projects, recently launched its African Regional Center, laid the foundation of its headquarters building and taken new steps in business operation and institutional building. Currently, BRICS nations face both opportunities and challenges in enhancing practical economic cooperation, which becomes all the more important and urgent. The achievements made by the Business Council and the NDB demonstrate the vigor and potential of BRICS cooperation. BRICS leaders agreed to jointly usher in the second “golden decade” and push BRICS cooperation to a higher level. They expected the Business Council to grasp opportunities and achieve common development in promoting mutually beneficial cooperation amongst BRICS countries, leading the business and financial communities to convert leaders’ consensus into concrete actions, implementing The Strategy for BRICS Economic Partnership, strengthening interest ties and people-to-people bonds and boosting the economic development of BRICS countries. Other BRICS leaders also spoke highly of the work done by the Business Council and the NDB and believed that the two organizations would make greater contributions to deepening cooperation among and development of BRICS nations.

At the Meeting between BRICS Leaders and BRICS Business Council, as Chairman of BRICS Business Council, Capt. Xu Lirong reported to BRICS leaders the Council’s major work and cooperation achievements in 2017. Then, the BRICS Business Council Annual Report 2016-2017 was respectively submitted by Chairman of the Chinese Chapter of BRICS Business Council Capt. Xu Lirong to Chinese President Xi Jinping, Chairman of the Brazilian Chapter of BRICS Business Council Mr. Paulo Cesar De Souza e Silva to Brazilian President Michel Temer, Chairman of the Russian Chapter of BRICS Business Council Mr. Sergey Katyrin to Russian President Vladimir Putin, Chairman of the Indian Chapter of BRICS Business Council Mr. Onkar Kanwar to Indian Prime Minister Narendra Modi and Chairman of the South African Chapter of BRICS Business Council Dr. Iqbal Survé to South African President Jacob Zuma.

Capt. Xu Lirong noted in his report that, over the past four years since the Business Council was established, the five national chapters had maintained close communication and consultation on an equal footing, making positive progress in various tasks. The Council offered valuable suggestions on trade facilitation, infrastructure development and harmonization of technical standards, and many of them were adopted and implemented. Moreover, it was committed to building a bridge for intra-BRICS business cooperation and contributed to a range of practical cooperation projects, thus increasing the economic and trade ties amongst the five BRICS countries. Over the past year, the Business Council has fully implemented the leaders’ consensus and The Strategy for BRICS Economic Partnership, scoring some new achievements: establishing a strategic partnership with the NDB in advancing infrastructure and sustainable development projects; releasing a Joint Declaration on Regulatory Cooperation on Standards and an Investment Guide of the BRICS Countries; building an e-commerce trading platform; building a matchmaking platform for BRICS SMEs to provide inclusive financial services; and establishing an experience sharing mechanism for the digital economy and the International Alliance of Skills Development for BRICS Countries to stimulate development and innovation. Looking ahead to the next decade, the Business Council agreed that, through cooperation among BRICS business communities, all BRICS nations should build and uphold an open global economy, jointly oppose protectionism in any form and promote the healthy development of economic globalization. In the future, the Council will implement the consensus reached by BRICS leaders in Xiamen, enhance institutional building and deepen practical cooperation in such fields as trade, investment, currency, finance, infrastructure and people-to-people exchanges so as to seek more common interests among the five countries. In addition, the Council will actively explore cooperation opportunities in new areas, such as digital economy, green economy and innovative growth, inject new impetus into BRICS development and make its due contribution to ushering in the second “golden decade” of BRICS cooperation.

Following the Meeting between BRICS Leaders and BRICS Business Council, the Memorandum of Understanding (MOU) on Strategic Cooperation between the BRICS Business Council and the New Development Bank and other three cooperation documents were inked in the presence of BRICS leaders.

 

On behalf of the Chinese Chapter, Capt. Xu Lirong signed the MOU on Strategic Cooperation between the BRICS Business Council and the New Development Bank.

According to the MOU, the Business Council and the NDB will make full use of their resource advantages and expertise to establish a long-term, stable and win-win partnership on investment, economic and financial research, knowledge exchange and financial institutions, with a view to driving the development of BRICS nations.

As an event during the BRICS Xiamen Summit, the BRICS Business Forum 2017 took place from September 3 to 4. The participants had in-depth discussions on four topics, including “Trade and Investment, Financial Cooperation and Development, Connectivity and Blue Economy”. Capt. Xu Lirong attended the forum and joined the panel discussion on “Trade and Investment”.

China COSCO SHIPPING Corporation Limited, which assumed the chairmanship of the BRICS Business Council, organized over 130 people from the BRICS business communities to the BRICS Xiamen Summit.

The event was attended by members of the Brazilian, Russian, Indian and South African chapters of the Business Council as well as members of the Chinese BRICS Business Council, including Mr. Wang Yupu, Chairman of China Petrochemical Corporation (Sinopec Group), Mr. Tian Guoli, the newly nominated Chairman of China Construction Bank, Mr. Lu Yimin, Vice Chairman and President of China Unicom and Mr. Xie Biao, Executive Vice President of Sinomach Group.
